tox 4.0 was released and is not backwards compatible.

However, updating tox introduces errors in CI, see https://github.com/Mischback/mischback.de/actions/runs/3726415701/jobs/6319849632

Eventually this has to be done, but will require a little more effort.

Pin tox < 4.0

The transition to ``tox`` 4.0 has to be done eventually, but as of now,
this introduces errors in CI (for whatever reason some files from the
tox environments are considered source files for Sphinx).
