Cannot test package with Blink.jl in dependencies [degradation branch] #1

Working on adding PlotlyJS methods for dispatch and other plots in the degradation branch, but tests fail due to build issue for Blink.jl (PlotlyJS dependency), which seems isolated to Docker containers.

Moved the plot functions to a new package https://github.com/NREL/REoptPlots.jl

No Actions/Docker tests there yet so the issue will pop up in REoptPlots once we add tests. But looks like there is a fix:
