The evaporative cooler template HVAC systems (EvaporativeCoolerDirectResearchSpecial) is currently assuming the OS default of zero 'Recirculating Water Pump Power Consumption'. Realistically, these systems consume a small amount of pumping energy.

This issue is to develop a short method based on evap cooler size to determine the appropriate pumping energy.
