Refer to TC-1.9.3.

I am trying to change the administrator details with re-setup procedures. The whole process run through flawlessly, but I can't login after it. Checked DB only realized the administrator details is still persist as it is.

As per in version 1.7/1.8, I can achieve the process with the same way. Believed this is a bug.

DBModel is not called properly at setup.php. Still investigating the issue now.
