Creating a new milestone for the next release of nano-signal-slot.

Planned changes include a rewritten Observer class as well as a significant overhaul of the existing threading policy currently in use. Policy changes will allow for greater flexibility and performance.

The signal-slot-benchmarks project will be pushed alongside the completion of this milestone.
