Note that the only code changes here are lines 28 and 96--the addition of a
divwhich references a style created here: https://github.com/NuGet/NuGetGallery/pull/8340/files#diff-e26d2a1700d1dbfc8fcd3f8e68744fd1c5a96d09b27553d3155785be3a86263eR248...giving the desired behavior.
This change moves the scrollbar to the table, and away from the page.
