The version of Commons I/O that ships with POI4XPages is named org.apache.commons.commons-io while the one here is org.apache.commons.io. This leads to weird behavior and failed loading when both are installed. Since the POI4XPages one is also newer and it's a more-popular project, it'd make sense to align this version to that.
