Describe the bug

When editing a layer, the Edit and Delete buttons for the layer rules are no longer aligned after the 1.8.2 update.

To Reproduce

Steps to reproduce the behavior:

  1. Cook a new Orchard Core 1.8.2 site using the "Agency" recipe
  2. Log in to the admin panel and go to Design > Widgets
  3. Add a layer or edit an existing layer
  4. Add multiple rules to the layer

You should now see the buttons displaying out of alignment

Expected behavior

The buttons should be aligned as they were in previous releases.
