I am attempting to reconfigure the existing PHP Manager for IIS to support Windows Server 2016 with IIS 10. I am also rebasing on DotNet 4.6 and Visual Studio 2015 to make it the latest version available

Unfortunently this is my first attempt at this and is going to take a long time
