Update/modernise the Dockerfile to fix the long broken build (old: ubuntu 14 | now uses Ubuntu 20.04, Intellij 2022.3.1, newest Erlang & Elixir etc)

This will run on both x86 and ARM.

I will perhaps update the Dockerfile to use Ubuntu 22 later.
