API disabled?

Sorry, this might be the wrong place to ask this,

but when I run a query, I get:

Error: API Disabled: OpenDistributePriorityV2. This API requires use of SSL protocols

I tried setting the url to https, but then there was no ability to access the host(even tested from browser).

This is the HTTPS server USPS says to use https://secure.shippingapis.com/ShippingAPI.dll, did you try that?

I did not, but I will try it.

Are there various urls for different tasks?

I briefly skimmed over the docs but found them scattered and at the time I did not have enough time to go through them all.
