Increase dependabot PR limit to 10

Description

This PR increases the allowable number of open dependabot PRs to 10. The default is 5 open PRs. Since we haven't had dependabot enabled on this repo before, there are a number of dependencies that need updating. Presently, we are having to run the dependabot check manually if we don't want to wait until the scheduled run next month once we hit our 5 PR quota.
