Since z3 4.8.13, OCaml's opam package manager builds z3 with a dynamic rather than static library. Since mk_util.py only checks for Cygwin based MinGW builds, important build skips are stepped (e.g. no import lib gets created) and thus the ornery flexdll/flexlnk step fails to find libz3.
