Is your feature request related to a problem? Please describe.
When processing template which require a model: support both external model resolution and an offline mode (where all the models are assumed to be available locally). It would be useful is that could be exposed to the CLI.

Describe the solution you'd like
The ability to use the markus CLI when offline and all models are locally available. Could be using a --offline option, which disable external model download and resolution.
