What do these changes do?

Refactores deprecated yarl.quoting.unquote to yarl.URL(encoded=True) as this is only public interface left.

Another possible workaround is to pull yarl.quoting._Unquoter to public interface.

Thanks! The #2667 has already landed with the proper fix about quoting. As for the rest changes, could you submit them via separate PR? Typo fixes and some test thing looks good.
