CLI tool to check petition information from UK Gov

run pip install -r requirements.txt
Call python main.py <ID> with the petition ID from UK government website. Allows Listing signatures by country or by MP.
Also supports basic search through these fields. If the website cannot be reached, a cached version will be used.
