Rationale for this change

What changes are included in this PR?

Adds support to the arithmetic kernels for decimal arrays. It is worth noting that these ignore precision and scale, it is up to the user to ensure the arrays have valid data types. Dyn kernels will follow in a subsequent PR.

Oh, some traits need to be implemented for i256:
