This ticket tracks creating the next sqlparser release (mostly so others can follow along)

Target Release Date: Approximately 2024-12-11

Note we will also have to release a new version of sqlparser-deriver due to #1556

Steps:

• Make a PR to update version / CHANGELOG.md: Update version to 0.53.0 and add release notes #1592
• Create a Release Candidate (RC) and start vote: https://lists.apache.org/thread/5pl93y0og0lldvgrlkzdyb7zh9ymywrn
• (When vote is approved): Release to crates.io
• Make ticket for next release: Release sqlparser-rs version 0.54.0 #1597
• Note for this time: make a tweet / announcement about the addition of spans
