KAFKA-3370 nearest offset reset

• Introduce nearest.offset.reset option on the Consumer, which will only be used on OffsetOutOfRangeException.
  On enable, the offset will be reset to the earliest if out-of-range offset is not higher than the earliest offset, otherwise it will be reset to the latest offset.

This is quite old ticket, we have implemented similar feature and used inside Agoda for a while. so we decided to open a pr here as well.
