Motivation

It looks like we only needs to upgrade the version in site2/website/releases.json now because we don't need to generate docs for release 2.x.y where y > 0.

Modifications

Add 2.8.4 to site2/website/releases.json.

I have a rough thought that only maintaining the NEXT version in the main repo and keeping all settings as well as old versions in pulsar-site.

It will take a prototype/proposal to discuss and some efforts to achieve, though.
