Motivation
There's a typo in pulsar-ci-flaky workflow definition which results in the workflow to get run for document only changes.
This was a typo in #17881 at https://github.com/apache/pulsar/pull/17881/files#diff-3559f910180dd3552d2e3708c794b1826ef5ac328ff28657a4fabd1201b61fddR74
