Question : Modules / Plugins

Does Apostrohe CMS have the capability to build plugins or modules. For instance if I have a client that would like a testimonials module where they can add new testimonials or a contacts module where they can create a directory on a page. Is this possible to do this and plugin the module into the CMS ?
