sip: add RFC 3262 support #419

This PR adds support for RFC 3262 which enables provisional SIP responses to be sent reliably by acknowledging them through PRACKs.

BareSIP will always send 1xx reliably if configured with 100rel=yes
and the peer indicated its support in the INVITE Supported header.
