Adds `--disable-nls` flag to the build to maintain compatibility with the updated Bottlerocket SDK based on Fedora 39.
Bumps to go 1.21 to match the latest toolchain provided by the SDK.

Update SDK to v0.36.0. Includes fixes from bottlerocket-os/bottlerocket-sdk@v0.35.0...ae37d19
--disable-nlswas added to theprocpsbuild to maintain compatibility with the newer Fedora 39 base of the SDK.Also bumps the go version set in the
go.modofhost-ctrto 1.21.Testing done:
