Note #1681 used operator instead of operators

Probably also shouldn't have a dash in the name (https://github.com/carbon-language/carbon-lang/blob/trunk/docs/project/cpp_style_guide.md#file-names)

Shouldn't operator-modulo.carbon be in operators like all other operator tests?
