Set up a release pipeline

Task Description

We need to set up a release pipeline.

Tasks

The following tasks will need to be carried out:

• Generate a new GPG key and upload it to the key servers.
• Investigate how to properly limit the access to those who can execute releases.
• Decide whether to use Github Actions, or Jenkins.
• Set up a pipeline that creates a release and deploys to Maven Central.
• Update the documentation.
• Update backlinks:
  • Notify the folks on S3: provide java.nio.FileSystem implementation aws/aws-sdk-java-v2#1388 that we've published a release.
  • Add a new answer to Stackoverflow: Java NIO File Implementation For AWS with a link to our documentation.
• Test
  • The release is available for download via Maven Central.
