Can I replace the symbol ~ with the full-width ~ in script side?

If the script is already updated to latest version, then it's probably limited by browser or Windows itself, and there's no way to fix it on script side.

There's no way to change the browser or OS behavior. As you said it's working on latest browser, then it's an issue on old version of browser.
