Upgrade lambda and New Relic to latest supported version

Description

As a system ops,
I want to keep our lambdas and monitoring software (New Relic) up to date,
So that am on the latest version and follow maintenance/ security best practices.

As a GCNotify stakeholder,
I want the latest version of New Relic installed in our lambdas,
So that I get latest monitoring features installed and I have best tracking.

WHY are we building?

Maintenance, tracking and security.

WHAT are we building?

Being on the latest version of both New Relic and Python (as far as New Relic allows) for our lambdas.

VALUE created by our solution

Security, maintenance and latest features of Python (including good measurable performance improvements) + New Relic.

Acceptance Criteria

• All running Python lambdas are on version 3.11 (or latest possible matching with New Relic support).
• All running Python Lambdas are on latest New Relic library that is possible for Python and lambdas.

QA Steps

• Smoke tests are ran against newly upgraded lambdas.
• Performance tests are ran against newly upgraded lambdas.
