This spec re-wording clarifies that known widths for SInt/UInt types can be any non-negative integer.

Type of improvement: spec change
Release notes:
A re-wording in Section 4.1.1 of the FIRRTL specification clarifies that known widths for SInt/UInt types can be any non-negative integer.
