I think to encourage getting better about this kind of thing we should bump the version for this project if we're updating the version of the base image being used.

Well shoot, that breaks the build! Whatever the version associated with this repo is, the same version of cisagov/skeleton-python-library is pulled down.

I forgot that this image containerizes the example Python application. Based on that the image version should mirror the example version used, and so I retract my previous request. Mea culpa and apologies.
