🗣 Description

This PR reverts commit ab49362 ("Use cisagov/setup-env-github-action@improvement/support_tf_0.14") now that all Terraform 0.14 testing has been completed.

💭 Motivation and context

This will ensure that this repo and all downstream repositories are using the main develop branch of cisagov/setup-env-github-action.

🧪 Testing

All Terraform 0.14 testing was conducted as part of cisagov/setup-env-github-action#39 and https://github.com/cisagov/cool-system/issues/218.
