[service] missing binaries in recent PRs #18162

What is your problem/feature request?

Recent PRs may fail due to missing binaries for "older" configurations (e.g. apple-clang 12, which we no longer build).

This should not be the case: there are binaries for the current configuration set and the CI service should build that instead.

Investigating and have identified a root cause - please report any PRs that are affected by this and these will be relaunched by the Conan Center team once this is resolved

@jcar87 #19330 is missing a binary for the "acl" package.
