TMT: upstream tests from c9s #1629

RHEL environments are frequently out of date and move much slower than what's required for upstream. Also, RHEL jobs run on internal testing farm so the logs are not publicly visible. This commit upstreams sanity tests added to CentOS Stream 9 contributed by Alex Jia <[email protected]> Ref: https://gitlab.com/redhat/centos-stream/rpms/crun/-/merge_requests/117 These tests will now run for all active Fedora and CentOS Stream. The existing podman system tests have also been made more idiomatic. The rpm gating config also has updated rules for rhel updates. Signed-off-by: Lokesh Mandvekar <[email protected]>

@giuseppe PTAL. This change should handle the prior podman rpm dependency issues. @chuanchang your c9s tests have been upstreamed in this PR. We test c9s and c10s on upstream PRs before merge so it would be good to have them upstream itself. They will get synced to c9s etc via Packit on every release. |

Hmm, I noticed just now on CentOS Stream TMT tests here, it's not installing packages from podman-next copr. I'll address that in a followup commit. This shouldn't affect downstream tests as we don't enable this copr anyway. |
