The Fedora Linux 38 beta is shipping soon. Let's switch next-devel so we can ship it next week along with beta. Also, drop any overrides and update the x86_64 lockfile to pass CI. The other architectures will get updated by the bump-lockfile job.
And also fedora-release-38-0.30.noarch. The openssh update has a systemd unit that will do the host keys migration for https://fedoraproject.org/wiki/Changes/SSHKeySignSuidBit The fedora-release RPM contains the updated systemd-presets file to enable that systemd unit.

LGTM. Went over the package changes (coreos/fedora-coreos-tracker#1435). Nothing alarming.
