Tracker for Fedora 40 changes to notify users

This issue will track all the Fedora 40 changes that are worth surfacing in our Fedora 40 communications due to e.g. upgrade considerations.

The following issues/changes have been mentioned so far:

• Switch to using OSBuild for most CoreOS boot image building #1653
