Tracker for Fedora 40 changes to notify users #1655

This issue will track all the Fedora 40 changes that are worth surfacing in our Fedora 40 communications due to e.g. upgrade considerations.

I've cut out Change Proposals that I think are not worth surfacing in the email. Feel free to bring back the ones you think do matter. LGTM otherwise!

Hum, then maybe we should link to the beta post where we list all changes?

Edit: They are not that important and easy to find. Let's keep them out.
