Remove unnecessary core intersphinx connection Remove unnecessary core external link Add some files to ignore
Previously these links to labels were in a separate project and had to be referred to using intersphinx. Now that core docs are in the same repo, the links are internal to the project and don't require intersphinx mapping.

Imports the v21 Core documentation from dashpay/docs-core in order to further consolidate documentation. A follow-up PR will bring over the latest changes for Core v22. There will be opportunities to reorganize some content, but this PR is focused on just getting the two sets of docs in the same repo.
