Impact of the new feature
All WMCore services and others depending on it.

Is your feature request related to a problem? Please describe.
Now that we've been running on CRIC for many months, with SiteDB completely disabled all over WMCore services; it's time to take the last step and completely remove all SiteDB related code from WMCore (including tests and mocking implementations).

Describe the solution you'd like
Get rid of any reference to SiteDB (and usage of any implemtation) in favor of CRIC.

none
