Add bin and dependencies to wmcore PyPI package #11103

Description

Add the bin folder to the wmcore PyPI package. Also, include every dependency for the WMCore codebase in requirements.txt when uploading the PyPI package.

Is it backward compatible (if not, which system it affects?)
