This will cover a few things:

  • update resizetizer to use v3
  • update maui graphics to use v3
  • update maui graphics to expose the new v3 apis to avoid all things being obsolete

Changing the label to drawing/graphics because even though this is an infrustracture sounding task, it is the small part - the main area is the maui graphics API.
