The problem seems to be that iconv in musl is not implemented to support that conversion, when using GNU iconv it works.

PHP 7.4 @ debian

$ php -r '$res = iconv("utf-8", "utf-8//IGNORE", "fooą");'

No notice

PHP 7.3 @ alpine

/opt # php -r '$res = iconv("utf-8", "utf-8//IGNORE", "fooą");'
PHP Notice:  iconv(): Wrong charset, conversion from `utf-8' to `utf-8//IGNORE' is not allowed in Command line code on line 1
