Release op-node v1.3.1

This is a recommended release for Goerli & Sepolia nodes. This is a required release for PGN Sepolia.

This contains two fixes since op-node v1.3.1

1. Withdrawals are disallowed in P2P blocks.
2. This contains a fix for the rollup config for pgn-sepolia when using the --network flag
