AS A Terraform user
I WANT the policy to be rendered in HCL
SO I can copy-and-paste the generated policy into my Terraform Code

Following the unix-philosophy, this should probably be a separate tool (if it doesn't already exist), similar to (https://github.com/awslabs/aws-cfn-template-flip)
