[BUG] Pyflyte run doesn't respect the --config flag

Describe the bug

Passing the config arg a la: pyflyte --config <path> run --remote ... doesn't actually respect the config at the path specified and instead uses the default config in ~/.flyte/config.yaml

Expected behavior

Config arg value should be used
