Why are the changes needed?

Typos made the project look unprofessional.

What changes were proposed in this pull request?

I removed the .codespellrc file to decrease confusion, since we configure codespell to run in a CI job.

The spellcheck make target uses https://github.com/nektos/act to run that CI job locally.

How was this patch tested?

Setup process
