Use python 3.10 as agent base image #2383

Why are the changes needed?

The agent image requires the sagemaker plugin, but that requires python >= 3.10.

Tested locally with latest flytekit version running:

 docker build --file Dockerfile.agent . --build-arg VERSION==1.12.0b7
