Create and test Noctua developer deployment documentation #6

Create and test documentation for a developer with little devops background to be able to:

  • Deploy to a fresh instance at a new random domain for testing/development of software (minerva, barista, noctua, workbenches, and necessary GOlrs/AmiGOs)
  • Ensure that logging and push-to-GitHub works properly
  • Deploy a fresh instance with security updates, etc.
  • Update SOPs for migration to use this setup

This is now depending on geneontology/noctua_app_stack#10 , as we need HTTPS amigo to complete stack.
