Description

since #9592 COG is disabled by default and one needs to enable it explicitely in the MetadataExplorer plugin config via localConfig.json.

but even if enabling it there, opening a cog file from url params doesn't work anymore, eg /?actions=[{"type":"CATALOG:ADD_LAYERS_FROM_CATALOGS","layers":["cog clerco cc46"],"sources":[{"type":"cog","url":"https%3A%2F%2Fcogeo.craig.fr%2Fopendata%2Fortho%2Fortho25_cc46_clerco_1996.cog.tif"}]}] won't load the COG file, while it works if you manually add a new cog catalog with this url. Afaict it worked fine before #9592.

How to reproduce

Expected Result
the cog file should load

Current Result
it doesn't load
