Always try find_location() in find_function_or_location(). It is possible that .debug_info contains DIEs for only some of the functions, so we should always check .debug_line too. This can happen for the skeleton unit in split DWARF.
If we only have a location, then use the symbol table for the name. This can happen for split DWARF.
