Describe the bug

items closed and opened are only counted when HIDE_TIME_TO_CLOSE is set to false.

To Reproduce

  1. Set HIDE_TIME_TO_CLOSE to True
  2. Run the action
  3. Observe the counts for issues opened/closed are less than actuals

Expected behavior

counts for issues opened/closed are equal to the actuals
