What is being done in this PR?

This PR moves tests to the relative _test package.

What was discovered while working on it? (Optional)

There are a number of dependencies in plush that may live outside of it. Further discussion would be needed.

List the manual test cases you've covered before sending this PR:

Ran tests and these passed.
